Leak in storm sewer

there is about a 1 inch wide leak in the storm sewer main pipe where sulfurous water flows into this drain. I am concerned because this is the water (the sulfoury water that is) that supplies the old red spring on excelsior avenue. I definately do not wish to be drinking storm drain water! (it is located between the first and second man-holes from the main outflow)
